1931 - 1940 Rollfast Tandem Balloon Tire Skiptooth Tandem, possibly a Rollfast, late 30s.
We have a vintage tandem as well as English three speeds and we ride them regularily as our day-to-day transportation (and yes, in our regular clothes.) These older bikes were practical, although heavy, and made to be ridden. My fiance usually rides in a skirt and heels!
